Harvey Milk is the gay community's Martin Luther King: an openly gay politician who agitated for equal civil rights before being gunned down in 1978. Gus Van Sant's simultaneously intimate and sweeping biopic moves forward as inexorably as social change itself, and Sean Penn is astonishingly exuberant and witty in the title role.
